The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden, Lisa Lorenz, Linda Brown and Mark Helwick. Also present were Wyatt Craig, Josh Woods representing the Saratoga Sun, Lee Ann Stephenson and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: The council read the minutes of the September 19,2024 regular meeting. Lorenz moved with Helwick seconding to approve the "minutes of the September 19,2024 meeting as distributed". The motion passed.
FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and the unpaid bills report. Brown moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $22,409.55. The motion passed.
INTRODUCTION OF GUESTS: Mayor Stephenson introduced Wyatt Craig, Josh Woods and Lee Ann Stephenson.
REPORTS:
CCCOG: Helwick reported the next CCCOG meeting will be November 20,2024 in Rawlins.
SOUTH CENTRAL WY EMSJPB: Joint powers board minutes were emailed to the council.
PARKS: New Restrooms Damage; Trees; New Restrooms Damage: Mayor Stephenson read a prepared statement in which he said he assumed disc golf players would respect the new restrooms. He said he was wrong. He said the damage to the building was "pure vandalism". He thanked Wyatt Craig and other members of Mother Mountain Anglers for moving the tee box for the first target and said he did not think the vandals were members of Mother Mountain Anglers. Craig said he believed the damage was caused by more than one person-there were "couple hundred" players during the summer. He said his group is working on a new sign that will show hazards and location of the greens. He told the council the mm anglers are always ready to help as a club and said again just call if the town needs help. The council did agree the course draws a lot of people to the park all year. Mayor Stephenson said he has seen no new damage to the building. He recommended if there are any future problems with the course, the council should consider removing the course. TREES: Golden said there are a lot of old trees in Rick Martin Memorial Park and recommended getting a tree service to come look and remove any tree in danger of falling. Golden said young trees could be planted to replace those removed. Mayor Stephenson said he would call Gonzales Tree Service in Walden and have them look for potential problems.
SEWER: Mayor Stephenson said e-coli readings are high. The sewer crew is working to bring the readings down.
STREETS: Snow Removal Bids: The town received one bid for snow removal. Brad Hebig bid $225.00 per hour with a two-hour minimum. The bid si good for 3 years. Lorenz moved with Brown seconding to approve the bid from Brad Hebig for the 3-year bid of $225.00 per hour with a two hour minimum. There was no discussion. The motion passed.
SIERRA MADRE JOINT POWERS BOARD: Board Representatives Appointments: The council read a letter from board secretary Stacey Erickson stating Lee Ann Stephenson's 3-year term will end December 31, 2024. Mayor Stephenson asked Lee Ann Stephenson if she was interested in serving another term. She said "yes". Mayor Stephenson asked the council if they knew of anyone else interested in serving on the board. There was no response. Golden moved with Helwick seconding to appoint Lee Ann Stephenson to a three-year term beginning January 1,2025. The motion passed. The town also has a one-year representative position for the January 2025-December 2025 term that needs to be filled. This position is presently held by Terry Campbell. Mayor Stephenson said he would talk to Mr. Campbell to see if he is interested in continuing on the board. The decision on the opening was tabled until the November 14,2024 council meeting.
SHERIFF MONTHLY REPORT: Patrol Report September 2024: The sheriff reported 10 hours, 23 minutes of patrol time for September 2024.
MOSQUITO: No report.
90 DAYS DELINQUENT: The clerk reported one possible delinquent account.
ZONING/BUILDING: No report.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: Mayor Stephenson said he received a letter from DEQ stating the Chokecherry Wind Farm project has been delayed until 2029.
CORRESPONDENCE:
Festival of Trees-December 6, 2024: Council received a flyer about the Festival of Trees sponsored by the Saratoga/Platte Valley Chamber of Commerce.
UNFINISHED BUSINESS:
Ordinance 231-Flood Damage Prevention-2nd Reading: Golden moved with Lorenz seconding to approve Ordinance 213 on 2nd reading. This ordinance deals with flood damage prevention as required by FEMA.
Edge of town business signs: Councilmember Brown is working on the project. She said she has the applications for the two signs, but needs sign location coordinates.
Burning in Riverside: Mayor Stephenson said he is working on a new Riverside burning ordinance that will replace Ordinance 106. He said he will have one written by the November meeting.
NEW BUSINESS:
Change meeting time to 5:00 pm for the winter months: The clerk reminded council members the regular meeting start times will change in November to 5:00 pm. This is in accordance to Resolution 2002-6. The early times will remain in effect until the April 2025 meeting.
UPRSWDD 2024-2025 Contract: Golden moved with Lorenz seconding to approve Mayor Leroy Stephenson signing the 2024-2025 contract with Upper Platte River Solid Waste Disposal District. The motion passed.
With no other business being brought before the council, the meeting was adjourned at 7:10 pm.
