November 14, 2024 Regular Meeting

The Riverside Town Council met in regular session at 5:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden, Lisa Lorenz, Linda Brown and Mark Helwick. Also in attendance were Lee Ann Stephenson, Helen Weiland, D'Ron Campbell representing the Saratoga Sun and Jana C. Cook, Riverside Clerk/Treasurer. Dean Webb arrived at 5:15 pm.

PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.

MINUTES: October 17, 2024: Lorenz moved with Brown seconding to approve the minutes of the October 17,2024 regular meeting as presented. The motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and unpaid bills report. Brown moved to approve the financial statement and pay bills in the amount of $31,939.58. Helwick seconded the motion. There was no discussion before the motion was approved.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Helen Weiland, D'Ron Campbell, and Lee Ann Stephenson.

REPORTS:

CCCOG: Helwick said the next meeting is November 20,2024 in Rawlins. He said he plans to attend.

SOUTH CENTRAL WY EMSJPB: No report. The clerk emailed last month's minutes to the council.

PARK: Trees: Mayor Stephenson said he talked to Mr. Gonzales and Mr. Gonzales said he would get back to him.

SEWER: No report.

STREETS: The council commented on the good condition of the streets. Lorenz said she still has some speed limit signs to install.

SIERRA MADRE JOINT POWERS BOARD: Mayor Stephenson said he left a message for Terry Campbell to see if he is interested in serving another term on the joint powers board. Mr. Campbell has not responded. Lee Ann Stephenson reported there will be information about an impact fee planned for the first of the next fiscal year in the next two statements.

SHERIFF MONTHLY REPORT: Patrol Report October 2024: There were 15 hours and 58 minutes of patrol time reported. Lorenz said the sheriff's department was hired to stop speeders, but there was not a traffic stop number on the report. She said she would like conformity in the report. The council agreed. Mayor Stephenson said he will contact Sheriff Bakken and tell him to always include traffic stops.

MOSQUITO: No Report.

90 Days Delinquent: There were no delinquent accounts.

ZONING/BUILDING: No report.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: There were no additions to the agenda.

CORRESPONDENCE:

Christmas Parade: The clerk told the council Kinta Blumenthal called to see if the Town of Riverside would be interested in having a float in the parade on December 14, 2024. There was little discussion and no interest from the council.

Dana Bromley-Blessings in a Backpack: Council read a letter from Dana Bromley concerning the reality of children in the area facing hunger. It was noted the Encampment Presbyterian women have a food bank. Mayor Stephenson said the town cannot contribute, but individuals can.

PUBLIC HEARING:Ordinance # 231-Flood Damage Prevention: Mayot Stephenson opened the public hearing at 5:28 pm. He explained FEMA requiring the ordinance so federal funds would be available to Riverside residents in the event of a flood. He called for discussion-there was no response. Mayor Stephenson adjourned the public hearing at 5:32 pm.

UNFINISHED BUSINESS:

Ordinance # 231-Flood Damage Prevention-3rd and Final Reading: There was no discussion about the required ordinance. Lorenz moved with Helwick seconding to approve Ordinance 231-Flood Damage Prevention on 3rd and final reading. The motion passed.

Edge of town business signs: Brown is working on deciding the locations for the signs.

NEW BUSINESS:

Ordinance 232-Burning in Riverside-1st Reading: Mayor Stephenson read proposed Ordinance 232 dealing with burning in Riverside and asked for comments or suggestions. There were none. Golden moved with Lorenz seconding to approve Riverside Ordinance 232 on first reading. The motion passed.


With no other business being brought before the council, the meeting was adjourned at 5:45 pm.
