The Riverside Town Council met in regular session at 5:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden, Linda Brown, Lisa Lorenz and Mark Helwick. Also in attendance were Shawn Brown, Mark Shepherd, D'Ron Campbell representing the Saratoga Sun, Mike Armstrong representing the Carbon County Comet, Adelaid Myers representing the Carbon County Library Board, Mike Tommervick, Lee Ann Stephenson and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: February 13, 2025 Regular Meeting: Lorenz moved with Brown seconding to approve the minutes of the February 13, 2025 regular meeting as presented. There was no discussion and the motion passed.
FINANCIAL STATEMENT/BILLS: There was discussion about the financial statement and unpaid bills report. Brown moved with Golden seconding to approve the financial statement and pay bills in the amount of $15,789.79. The motion passed.
INTRODUCTION OF GUESTS: Mayor Stephenson introduced Shawn Brown, Mark Shepherd, D'Ron Campbell, Mike Armstrong and Mike Tommervik. Tommervik told the council the 3rd annual Beef and Whiskey celebration will be September 6, 2025. Adelaide Myers spoke of budget cuts that will affect the county library system. She lift copies of the funding sources for the library system. Mayor Stephenson thanked her for the information.
REPORTS:
CCCOG: Helwick reported there has not been a CCCOG meeting since November 2024. The next meeting will be March 19, 2025 in Saratoga and May 21,2025 in Encampment.
SOUTH CENTRAL WY EMSJPB: No report.
PARKS: 2025 Riverside Party Day Food: Lorenz reported Josh Craig will prepare the party food. No menu or price has been set. The clerk reminded the council the annual Easter egg hunt will be on April 19th at Rick Martin Memorial Park.
SEWER: Mayor Stephenson told the council he would like to make a decision on the purchase of a new algae control system for the sewer lagoons. After discussion it was decided to approve the purchase of the system from Hydro Bioscience. Lorenz moved with Helwick seconding to approve the purchase of an algae control system from Hydro Bioscience in the amount of $8,758.80 with free shipping. The motion passed.
STREETS: Lorenz told the council there are wooden street signs that need to be replaced. She also said she has contacted John Anderson about grading the streets. There was also discussion about emailing Carbon County Sheriff Alex Bakken reports from the radar sign.
SIERRA MADRE JOINT POWERS BOARD: No report.
SHERIFF MONTHLY REPORT: Patrol Report February 2025: Sheriff Bakken reported 8 hours and 30 minutes of patrol time resulting in 5 traffic stops.
MOSQUITO: The clerk said she is going to submit a grant request to Carbon County Weed and Pest in the amount of $7,620.00. This will pay for mosquito control chemicals.
90 DAYS DELINQUENT: The clerk told the council she will send another letter to the person who wrote the bad check.
ZONING/BUILDING: Shepherd Garage: Mike and Mark Shepherd, 204 2nd Street, submitted a building permit application for a 30X28 garage on the north side of the property, Golden said he had reviewed the plans and walked the property, but is concerned with a cottonwood tree near the edge of the ditch. Shepherd said the tree would not be removed just trimmed back. It was suggested Sheperd contact Kal Herring and Bob Merrill and get their okay. Golden moved with Lorenz seconding to approve the garage building permit with the written approval. The motion passed.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: The clerk reminded the council the April meeting will begin at 6:00 pm.
CORRESPONDENCE:
Grand Encampment Cowboy Gathering: Council read a letter about the 23rd annual cowboy gathering July18-20, 2025. Lorenz moved with Helwick seconding to purchase an ad in the program for $500.00. The motion passed.
Saratoga/Platte Valley Chamber of Commerce: Council read the notice of the annual dinner and business awards on March 20, 2025.
UNFINISHED BUSINESS:
Edge of town business signs: Mayor Stephenson said he had nothing to report, but will have information for the April meeting.
NEW BUSINESS:
Amendment to Ordinance 230 2024-2025 First Reading: Mayor Stephenson read the amendment and explained the amendment is necessary to increase money allocated to Rick Martin Memorial Park. Lorenz moved with Helwick seconding to approve the amendment on first reading. The motion passed.
National Service Day Proclamation: The clerk presented a proclamation for National Service Day. March 13, 2025 was designated Riverside's national service day. Brown moved with Lorenz seconding to approve the proclamation. The motion passed.
With no other business being brought before the council, the meeting was adjourned at 5:45 pm.
