July 13, 2023 Regular Meeting

The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden, Fred Lorenz and Mark Helwick. Also in attendance were Linda Brown, Lisa Lorenz, Keith Schricker representing the Carbon County Comet and Riverside Clerk/Treasurer Jana C. Cook.

MINUTES: June 8, 2023 Regular Meeting: Golden moved with Helwick seconding to approve the minutes of the June 8, 2023 meeting as presented. The motion passed.

FINANCIAL STATEMENT/BILLS: Lorenz questioned the way the $20,000.00 transfer to both WYOSTAR and WGIF accounts was entered in the financial statement. The clerk agreed it was incorrectly entered and said she would correct the transfer. Mayor Stephenson said the sales and use entry was on the wrong line and asked that it be corrected. Helwick questioned the $3,000.00 payment to the Town of Encampment. The clerk told him it was a yearly payment to the Encampment Volunteer Fire Department. Helwick noted Riverside does not have a fire ordinance and asked if the volunteer department would come in case of a fire. Mayor Stephenson said "yes". Helwick said he would like to see a fire ordinance for the town. Mayor Stephenson appointed him to "take the lead". Lorenz moved with Helwick seconding to approve the financial statement with the requested corrections and pay bills in the amount of $22,823.39. The motion passed. This amount includes a Specific Purpose Tax requisition in the amount of $3,500.75. The motion carried.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Keith Schricker representing the Carbon County Comet.

REPORTS:

CCCOG: Helwick told the council the next meeting is July 19, 2023 in Baggs. He plans to attend.

SOUTH CENTRAL WY EMSJPB: No report.

PARKS: Riverside Party Day Food-Saratoga Sandwich Company: Helwick told the council the park looks great and Robert Dailey is doing a good job. The clerk presented a catering bid for 150 half sandwiches, 100 side dishes and 125 cookies for a total amount of $1245.50. Golden moved with Lorenz seconding to approve the bid. The motion passed. The party is scheduled for August 19, 2023.

SEWER: Mayor Stephenson told the council the town is taking 5 E coli samples to Laramie each week. Something is happening in the sewer system and the lagoons are filling up too quickly. He said the sewer lift station is inspected every day so the problem is in the sewer line. He said they may need to open each manhole until they find the problem. There was discussion about this possibly being damage from the June 2023 earthquake.

STREETS: No report.

SIERRA MADRE JOINT POWERS BOARD: Mayor Stephenson attended the July 12, 2023 meeting. He said there is an agreement for the next portion of the Watermain Rehabilitation Project.

SPECIFIC PURPOSE TAX-Requisition #22: The council approved a requisition in the amount of $3,500.75 when the unpaid bills were approved.

MOSQUITO: Helwick asked about the cost of the fogging. The clerk said the Town of Encampment bills $75.00 per hour with a one hour minimum.

90 DAYS DELINQUENT: The clerk said there were no delinquent accounts.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: There were no additions to the agenda.

CORRESPONDENCE:

Harrington Family: The council read a letter from the Harrington Family requesting a zoning change at 305 2nd Street from residential to mixed use or commercial. The council had not had an opportunity to read the letter before the meeting, it was suggested discussion be tabled until the next meeting on August 10, 2023. The clerk will ask a family member to be in attendance to answer questions.

UNFINISHED BUSINESS: There was no unfinished business.

NEW BUSINESS:

New Council Appointments: Long time councilmember Fred Lorenz submitted his verbal resignation effective immediately. Mayor Stephenson accepted this resignation "will regret". The clerk thanked Lorenz for everything he has done during his tenure on the council. There were two vacancies on the council and two Riverside residents interested in the positions. Lisa Lorenz was named to fill the unexpired term of Fred Lorenz and Linda Brown was named to fill the unexpired term of Dean Webb. The Lorenz appointment will be until the end of 2026 and the Brown appointment until the end of 2024. Mayor Stephenson administered the oaths of office and Lisa Lorena and Linda Brown took their seats at the table. Both were congratulated by sitting council members.

PFAS: Mayor Stephenson told the council he signed an agreement with Napoli Shkolnik to provide legal counsel to the town in the event of contamination of water supplies. There was no discussion.

Fiscal Year 2023-2024 UPRSWDD Contract: Mayor Stephenson told the council the contract was effective on July 1, 2023 and will terminate on June 30, 2024. The total amount of collections will be $52,800.00-the same amount as last year. Any additional money will be deposited into a reserve fund. Lorenz moved with Brown seconding to approve Mayor Stephenson signing the contract. The motion carried.


With no other business being brought before the council, the meeting was adjourned at 7:05 pm.
