The Riverside Town Council met in regular session at 5:00 pm with Mayor Leroy Stephenson presiding. Council members present were Linda Brown and Lisa Lorenz. Also in attendance were Lee Ann Stephenson and Riverside Clerk/Treasurer Jana C. Cook. K.T. Schricker representing the Carbon County Comet arrived at 5:15 pm.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: January 9, 2025 Regular Meeting: Brown moved with Lorenz seconding to approve the minutes of the January 9, 2025 regular meeting as presented. The motion passed.
FINANCIAL STATEMENT/BILLS: The council reviewed the financial statement and unpaid bills report. There were no questions or comments about either report. Brown moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $34,011.52. The motion passed.
INTRODUCTION OF GUESTS: Mayor Stephenson introduced Lee Ann Stephenson.
REPORTS:
CCCOG: No report.
SOUTH CENTRAL WY EMSJPB: No report.
PARKS: 2025 Riverside Party Day Food: Lorenz said she has talked to Josh Craig about the food. Mayor Stephenson said Gonzales Tree Service took out three Cottonwood trees and cleaned up the park.
SEWER: Mayor Stephenson told the council the town failed two e-coli sample tests. He said the UV system is not able to correct the algae problem. One possible solution is to add dye to the lagoons-the dye will prevent sunlight from growing the algae.
STREETS: Lorenz said there has not been enough snow to plow the streets. She said she still has some signs to place. Lee Ann Stephenson said she would like to begin the process with Wyoming Department of Transportation to lower the 45-mph portion of Highway 70 in Encampment to 30-mph. She also told the council there are stop signs for sale at Wyoming surplus in Cheyenne.
SIERRA MADRE JOINT POWERS BOARD: No report.
MOSQUITO: No report.
90 DAYS DELINQUENT: The clerk told the council there were no delinquent accounts, but there was one insufficient funds check for landfill charges. She said she wrote a letter to the person asking for payment in cash, but there has been no response.
ZONING/BUILDING: No report.
ACTION ITEMS: Mayor Stephenson said he would like to make appointments for the upcoming term. Ed Golden, Mayor Pro Temp and Zoning/Building Department Head; Jana Cook, Riverside Clerk/Treasurer; Kylie Waldrop, Riverside Town Attorney; Linda Brown, Parks Department Head; Lisa Lorenz, Streets Department Head; Leroy Stephenson, Sewer Department Head; Mark Helwick, Riverside Representative to Carbon County Council of Governments.
ADDITIONS TO THE AGENDA: There were no additions to the agenda.
CORRESPONDENCE"
Platte Valley Arts Council: The council reviewed a flyer highlighting some of the projects the council has been involved in. Lorenz moved with Brown seconding to become a Patron of the Platte Valley Arts Council for $200.00. The motion passed.
Grand Encampment Museum: The council read a letter from the museum board of directors requesting an annual $500.00 grant to help pay utilities. Brown moved with Lorenz seconding to approve the request. The motion passed.
UNFINISHED BUSINESS:
Edge of town business signs: Brown said she talked to a sign maker in Walden. but the Department of Transportation in Cheyenne said there can be no political or advertising signs on the highway right of way. Mayor Stephenson said he would make a call and see if he can help.
NEW BUSINESS: There was no new business brought before the council.
With no other business being brought before the council, the meeting was adjourned at 5:45 pm.
