The Riverside Town Council met in regular session at 5:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Linda Brown and Ed Golden. Lisa Lorenz arrived at 5:07 pm. Also in attendance were Josh Woods and Elliott Deins representing the Saratoga Sun, Lee Ann Stephenson, Helen Weiland, Shawn Brown and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
Mayor Stephenson asked those in attendance to observe a moment of silence to remember community members who left us this past year.
MINUTES: November 14, 2024 Regular Meeting: Brown moved with Golden seconding to approve the minutes of the November 14, 2024 regular meeting. The motion passed.
FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and the unpaid bills report. Brown moved with Golden seconding to approve the financial statement and pay bills in the amount of $17,248.39. The motion passed.
INTRODUCTION OF GUESTS: Mayor Stephenson introduced Josh Woods and Elliot Deins.

SOUTH CENTRAL WY EMSJPB: No report.
PARKS: 2025 Riverside Party Day: The clerk told the council a decision needed to be made about the 2025 party. Lorenz said she has not had time to look for new entertainment so she suggested asking High Plain Tradition to play for another year. The party will be August 16 2025 at Rick Martin Memorial Park. The discussion then turned to the food. Lorenz said because of the mix up in dates, the sandwiches were fresh this year. She said she could tell the sandwiches had been made the day before at the 2023 party. Lorenz said she would talk to Josh Craig and see if he would be available to barbeque and what the cost would be. Josh Wood then suggested contacting his brother-The Bird and the Bear- to possible play next year.
SEWER: No report.
STREETS: A list of burned-out streetlights has been sent to Carbon Power and Light.
SIERRA MADRE JOINT POWERS BOARD: Board Representative Appointment: Mayor Stephenson told the council Terry Campbell has agreed to serve another year on the board. Lee Ann Stephenson said there will be al $5.00 per tap rate increase. There will be a public hearing to discuss the increase after the first of the year.
SHERIFF MONTHLY REPORT: Patrol Report November 2024: There were 12 hours and 06 minutes reported patrol time with 7 traffic stops and one fire call reported.
MOSQUITO: No report.
90 DAYS DELINQUENT: The clerk reported there were no delinquent accounts.
ZONING/BUILDING: No report.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: The clerk told the council there was an application from the Saratoga Sun to become the designated newspapers for the Town of Riverside.
CORRESPONDENCE:
Bank of Commerce: Council reviewed an application from the Bank of Commerce to be designated 2025 depository for the Town of Riverside.
Carbon County Comet and Saratoga Sun: Applications to be designated newspaper for the Town of Riverside were discussed. Mayor Stephenson told the council the town was not required to have a designated newspaper to publish minutes or legal notices and he would recommend not to designate a newspaper. The council agreed.
UNFINISHED BUSINESS:
Ordinance # 232-Burning in Riverside 2nd Reading: Mayor Stephenson read the proposed ordinance. There were no suggested changes. Lorenz moved with Golden seconding to approve Ordinance # 232 on 2nd reading. The motion passed.
Edge of Town Business Signs: Brown is working on proposed locations for the signs.
NEW BUSINESS:
Clerk Request-December 30-31, 2024, January 2, 2025 Town Hall Closure: There was no discussion about the closure request.
With no other business being brought before the council, the meeting was adjourned at 5:45 pm.
