Regular Meeting
August 11, 2022
The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Councilmembers present were Fred Lorenz and Ed Golden. Also in attendance were Helen Weiland representing South Central WY EMSJPB, Virginia Parker representing the Saratoga Sun, Sandy Martin representing Carbon County Economic Development Corporation, Bob Davis, Jon Helwick, and Riverside Clerk/Treasurer Jana C. Cook. Councilmember Mark Helwick joined the meeting by Zoom at 6:58 pm.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: July 14, 2022 Regular Meeting: Golden moved with Lorenz seconding to approve the minutes of the July 14, 2022 regular meeting as presented. The motion passed.
FINANCIAL STATEMENT/BILLS: The council reviewed the financial statement and the unpaid bills report. Lorenz moved with Golden seconding to approve the financial statement and pay bills in the amount of $19,532.28. The motion passed. This amount includes a Special Purpose Tax Requisition request in the amount of $424.00.
INTRODUCTION OF GUESTS:
Bob Davis: Mr. Davis said he is a Republican candidate for Wyoming House District 47. Davis said he has lived in the Snake River valley for over 40 years and is a small business owner and owner of a cow, calf operation. He told the council he believes in the 2nd Amendment to keep and bear arms, is prolife and is a conservative Republican.
Sandy Martin: Mrs. Martin came before the council to invite all council members to the Investor Appreciation and Annual Meeting on September 19, 2022 at the Sinclair Parco Theater. She also gave a report about happenings in Riverside the past year and will have it in writing soon. The clerk will give her Riverside Letterhead paper for the report.
REPORTS:
CCCOG: The clerk told the council Mark Helwick picked up information about the proposed fire protection district. Voters in unincorporated Carbon County will decide about the district and select a 5-member board on November 8, 2022. He also picked up copies of the 5th penny tax flyer that was used in 2018.
SOUTH CENTRAL WY EMSJPB: Council read the minutes of the June 20, 2022 meeting. Helen Weiland said the board is working to purchase the Napa Building in Hanna and move the ambulance from the fire station. She spoke of Riverside Resolution 2022-3, authorizing submission of an ARPA Health and Human Services Grant Application for the purchase of the building and construction of an emergency medical services station in Hanna. This grant request is for up to $500,000.00. Golden moved with Lorenz seconding to approve Mayor Stephenson signing Resolution 2022-3. The motion passed.
PARKS:
Riverside Party Day: The clerk told the council everything is set for the party. She encouraged all councilmembers to attend and hopes there will be a large turnout.
New Rest Rooms: Mayor Stephenson told the council he will have drawings and specs ready when the town advertises for bids.
Park Benches, Basketball Backboards: Stephenson said he found 8 foot benches with a leg that goes in the ground for $288.00 per bench if 6 are purchased. He also found a 50 inch polycarbonate basketball backboard for $152.00. Lorenz moved with Golden seconding to approve up to $2,500.00 for six benches and 2 basketball backboards. The motion passed.
SEWER: Mayor Stephenson told the council Imperial Pump Solutions did some repair work on the sewer lift station. He said he worked on the lines at the lagoons.
STREETS: Road Groomer: Lorenz recommended the town proceed with advertising the road groom for sale. He would like to place a minimum bid of $9,500.00 on the equipment. Golden moved with Lorenz seconding to approve the advertisement. The motion passed. The clerk asked Lorenz to help with the wording of the ad.
SIERRA MADRE JOINT POWERS BOARD: The council reviewed the minutes of the July 13, 2022 meeting.
SPECIFIC PURPOSE TAX: Mayor Stephenson told the council the tank relining project will begin on August 22, 2022 for approximately two weeks. During that time Sierra Madre Water users will hook into the Encampment water system. Encampment will not charge for Riverside water usage-about a $2,000.00 value.
MOSQUITO: No report.
90 DAYS DELINQUENT: No report.
ZONING/BUILDING:
Jon Helwick Storage Building: Jon Helwick came before the council to explain that his son has been camping on his property and decided to build a platform to sleep on. He said they decided to build a storage building to keep camping equipment, tools and other equipment. There was discussion about campfires on the property with Councilmember Helwick expressing concern about fire. Mayor Stephenson suggested bringing in a firepit, Mr. Helwick agreed they could do that. Councilmember Helwick said he would like a stipulation that he be informed when they are using their property. Mayor Stephenson said the town cannot ask Jon Helwick to notify Mark Helwick when Jon Helwick wants to use his own property. Golden moved with Lorenz seconding to approve the building permit for the Helwick storage building. Councilmember Helwick said he would abstain from voting until he sees the firepit and waste facilities. The motion passed. Councilmember Helwick told the council he would like to see Riverside write an ordinance dealing with burning in Riverside. Mayor Stephenson told him to write one and the council will discuss it.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: Golden said the Town of Encampment mowed the grass around the town trees along the highway, but stopped at Riverside’s trees. He asked if the grass could be mowed around the Riverside trees. Helen Weiland said she would ask Robert Hamilton to mow.
CORRESDONDENCE:
Platte Valley Arts Council: Council has been invited to the Grand Reveal Event of the Platte Valley Public Art Project on September 3, 2022 beginning at 11 am.
Carbon County Economic Development Corporation: Investor’s Appreciation and Annual Dinner will be September 19, 2022 at the Sinclair Parco Theater beginning at 6:00 pm. The council is invited to attend.
Thank you-Carbon County Economic Development Corporation: Council received a thank you for the town’s continued support from Executive Director Yvonne Johnson.
UNFINISHED BUSINESS: There was discussion about the picnic table at the river access. Someone has moved it to the river’s edge. It needs to be moved before next spring and high water season. Councilmembers said they would move it this fall.
NEW BUSINESS:
Ratify Riverside Resolution 2022-2: Mayor Stephenson explained the resolution was approved by voice vote, allowing him to sign. This resolution authorizes submission of a grant application to the State of Wyoming by South Central WY EMSJPB to purchase Wyolink compatible radios.
Helwick moved with Lorenz seconding to ratify the resolution as written.
With no other business being brought before the council, the meeting was adjourned at 7:20 pm.
